Shocking service - charged despite not owning a tv or living in South Africa.

I loved to South Africa May 2011 and at the time my TV licence was up to date. At the time I moved I did not owe a TV. Yet over the past 7 years I get constant emails and demand s to pay a bill of R3000 for charges made after I left SA. I had a debt compay call me too. Why is this happening. Why do i need to explain myself several times. Why are monthly charges ongoing which Ive told you I moved o the UK and provided proof?

Can someone help me?!
