Settlement of account but with a wrong ref number

I have been owing a TV licence and the SABC sent me a settlement amount with a wrong reference number and the reference number was someone else I know's TV licence. They asked me to ask her to send them an email explaining that she did not pay her account and she did that unfortunately I had lost proof of payment and I explained that to them and they kept on sending me from pillar to post. Now today after holding the phone for more than 10 minutes they told me my account has been amended and I still owe then R10.00. Now I must go pay R10.00 because of their mistake until the cancel my TV licence account and then I must again change my affidavit that I have sent a week ago and nobody bothered to tell me that it was wrong.
