SABC's ***** practices

I made arrangements for a settlement amount with the debt collection company, it also included that no further penalties will be added. The company cannot even give me settlement amount, and the SABC is does not seem to recognise the settlement amount and are still adding penalties. This is how they fleece the ones that they can. As a consumer, they just walk right over your rights. The person at the contact centre ended the call when I questioned the agreement made and how come it has changed.
