Sabc unfairness on good paying pensioner

I am a pensioner and have a query on my TV license because I have no income and I am waiting for sassa to approve my application. Every year over the last how many years I have always overpais my license so never tried to get away with paying it. I was pleading with sabc to assist me and give me a pensioners rate but was ignored only to get a letter from their lawyers saying that I now owe R291. 00. I have asked someone to pay it for me. But there are thousands of people who don't have tv licenses why does the sabc not go after them and not pensioners like myself. Shame on you sabc
