SABC TV License Rogues and Cheats

I received an Invoice for 2017 in June 2017. Due date was 31st July 2017. I paid on the 07/09/.2019. I have emailed ********** the proof of payment. SABC TV read the email on the on the 15/10/2017. They handed me over in October to VVM Collections for non payment. then charged me penalties for Sept, Oct, Nov, Dec, Jan. They credited 4 of the penalties and I assume they left the one for Sept. I receive an invoice for 2018. Due date is the 31st July 2018. they have already loaded penalties for June 2018 and July 2018 yet the due date is 31st July. I have requested info on their email. they read it. they don't respond. I hold on the callcentre three times, for 30 mins, 38 min, 42 min until someone answers. Katlego answered 26/07/2018 at 12h01 and puts me on hold for another 22 minutes. still unable to answer why there are penalties before a payment due date. now the bill is sitting at R344.50 of which only R265 is the license amount.
