SABC TV License charging double the annual fee, as interest for 2 and a half months and not notifying customer of annual fee at all

I just received a call from VVM stating that my TV License account was handed over to them for payment.

Firstly, I always pay annually. Secondly- I did not receive any statement on the new annual fee for 2019, sms or a phone call-accept for the one where I was handed over to VVM. Thirdly- I am charged an enormous interest, as the fee when I just called the SABC is R265.00 annually and I am charged R503.50, interest of R238.50, which is basically 2 TV licenses for the year, since Jan to Mid March - interest.

I am honestly not satisfied with the service, not sending a statements , sms, email or any type of notification is ridiculous to expect a consumer to pay double the fee, which is interest of 2 and half months . I would really like to know, how the interest was calculated to get to R238.50 in 2 and a half months and why no communication in any form was sent out to paying customers, accept for a VVM that can get hold of you. All my details on the SABC system is correct, I called and made sure of it and explained to the assistant that why no communication was send, if all the details are correct. I honestly wont remember to pay annually and normally get a statement, confirming the fee to pay for the new year. How is this justified? Thanks Charmaine
