SABC TV License Bill - But no TV

Hi. I am struggling to get the SABC to cancel my TV license. I have not had a TV for over two years. I obtained the police affidavit and now they telling me I need the TV license of the person that took the TV. Why do I need to do this as this is a case between me and the SABC and I no longer have contact with the person either. This is a very painful process to cancel my TV license for which I was billed over R900 last year due to interest that they kept adding even though I do not possess or own a TV!
