Sabc tv license

I recently received an sms stating i owe sabc tv license over R8700. I never received anything prior to this. I haven't owned a tv set in over 15years and i live with family for over 10 years who have a valid license. Called customer care and was told, 1 household , 1 license does not apply to me. I need to pay my own... didnt understand this as i told him i don't own a tv. I was told if i owned a tv previously whether broken or sold, i should have reported it but when i did own a tv 15years ago, my late husband had a tv license. I dont understand, do they go through the archives and find previous license holders numbers and randomly sms them and thereafter take them to court. They just expect you to pay a large amount for something you dont have or use or else they hand you over to lawyers irrespective of your financial situation. I have not watched sabc in over 10years. I don't think anyone should be paying for a tv license.
