SABC TV License

I have been paying my TV license every year without fail until the last cycle which was November last year. I was handed over as I could not pay. Irregardless of telling them numerous times that I do not own a TV and was retrenched in 2020 they keep adding penalties. I think this is ridiculous that you must carry on paying even when you don't work anymore and not even making use of any service. What am I really paying for?
