SABC TV licence want me to pay someone TV licence or they blacklist me

Hi I received a mail from a Dept collection agency .they say I must pay an outstanding TV licence witch is not in my name the I'd are not mine. I mail them back send them all the documentation they request.Today I received feedback saying you must pay outstanding amount Sabc will then look into the matter after payment and they going to black list me
