Sabc t.v. licence not delivering TV Licence but expect payments after 3 years

Good day after 3 years of getting a TV licence I haven't receive my TV licence as per post but TV licence department wants payments when it isn't even my pay day yet .. when will my TV licence card be sent to my address how can I be paying early before my pay date of my salary and I still haven't received my TV licence card can someone please send it to me via post ... and change the date of payment to the 20th of every month
