SABC - Taking you cash without being able to watch TV

Why do I have to pay my TV license if SABC has blocked the signal and you require a decoder of sorts to watch TV? Don't have the decoder, nor want it but been told that I am still required to pay???? as I have a TV in my home???

Where does this even make sense,
