SABC take account owner transfers as the their right without consent when spouse have died

I do not know how the SABC TV License works when it comes to TV license holder for the deceased. My dad died in 1997 and we send the death certificates to all companies involved especially SABC. Instead of cancelling the TV License, what did they do?, they transferred without my mom's knowledge the TV license to her name. Now many years later they told my mom that she owes thousands of rands to the TV License, because it was never paid. How would we know it was never paid when we requested to cancel the TV license at that time. I think SABC just wanted to make money and just transferred the TV License. We kept on telling them it was cancelled but now that it was on my mom's name she needs to pay. So we resubmitted everything to try and cancel it again but what happened? Instead of cancelling it we are handed over to lawyers to pay ten of thousands of rands to them. From the news I have gathered that they want to fine everyone using DSTV on mobile phones as part of their bill they keep on submitting to the government, because they are losing money. So now my mom must now pay an account that was supposed to be cancelled years ago but they insist that we need pay for the existing TV license account. We have our own TV license already so why do we need an extra one that was supposed to be cancelled over twenty years ago.

Is there really people like this that disregards people and just "move over" the accounts without consent and just force to pay for something we did know about and have been trying to cancel for years.
