Questionable fees!

Decided to make a partial payment for my TV licence. One month later I see my balance has actually gone up. When I looked for a transaction statement, I see they charged me R71 "Load Administration Fee".

I called in and a consultant told me it's the fee I pay for not making a full payment. In what world do you charge people for actually making a payment, and you charge them almost 30% of the annual TV licence fee??

If this was disclosed to me on their website while I was making the payment, I would understand but there was no such disclosure about being charged a fee for actually doing the right thing. I am very unhappy about this! In fact, I think I might as well join the rest of the South Africans who don't pay at all, if doing the right thing mean I get fined, on top of the interest you charge monthly!
