Pensioner tv licence reduction

I have sent 4 emails and have tried to fax as well as phone and cannot get through. I have emailed proof that I’m on pension and I keep getting email final notice to pay full balance. I have already paid the pensioner subs. I don’t know what else I can do to get this sorted. Am at my wits end. Please someone sort this out!!!!!
