Penalty fees charged even though no statement or contact made regarding payment of account

Sabc does not send statements or reminders for payment via post any more and has not contacted me to ask for my e-mail address or cellphone number or receive a letter to ask if I would like to be contacted via e-mail or sms. Hence I did not receive a statement since or was not contacted with the amounts that I owe but apparently my account was handed over to a debt management company for payment, after SABC charged R26.5 (10 percent of the bill) each month and hence I owe R291 (penalty fee for the year) + R265 for the license. I do not agree with penalty fees charged since no contact was made to state that my account was due.
