penalty fees

Last year I was billed for my yearly fee so I payed R100 late and later paid another R100 in February 2015, I then received an sms to pay R 347 and asked what it was for then I was told it included the fee for 2015/2016 so in June I paid the requested amount. Funny thing is today on the 14July 2015 I received an sms that tv licence *** owes R265 of penalty fees then I called the number given which was *** and complained about the bill but was told there was no recording of anything previous than today and claimed I paid for penalties and year fee for 2014/2015 but to me it seems unfair why the need to change what I was told before. Now I feel like I'm paying for the ones who choose not to pay and maybe I should also follow suite and not pay at all. Previously I had to pay for mine and my dads licence though his tv was broken long time ago and was never credited for what was paid until it go cancelled. I need assistance for this unfair dealing of the SABC they should punish people who do not want to pay, I pay multichoice and the SABC so to comply but they are forcing things on good citizens. I need urgent intervention
