Payment not allocated for 3 yrs now

We have an unallocated payment. Trying to resolve thos now for many months. Being handed over ... Keep suppling payment proof and no one sorts this out. In the meantime I bought a TV. And after 3 months I still could not get it as my licence is " not paid up to date".
