PATHETIC SERVICES SABC TV LICENSE!

So I went to buy a TV at Russels this weekend.... Everything was approved and all exited about my first tv that i ever bought for myself.... To my disgust the lady behind the counter says i owe SABC like R8000????????? I NEVER IN MY LIFE OWED A TV HOW CAN I OWE TV LICENSE FEES..... So i said ok.... please put the application on hold let me sort out this *****nse today.... Phoned SABC TV LICENSE.... Talking to 20 different people and no one seems to understand me.... offering me a settlement amount that i need to pay off in 3 months..... I didnt ask for a settlement they need to write it off i never owned a tv license! Holding on like 10 min at a time maybe even longer.... This one lady telling me i need to go to the police station for an affidavit, tell them i never had a license email it to them and then they will investigate, she cant tell me how long it takes and put the phone down in my ear..... WHAT DO I DO NOW!
