Overcharged on TV licence

Acc. no. ***. I cannot understand how my account be so high. I have paid my last years account in full yet I was being charged penalties upon penalties. We are paying our TV licences every year, yet we are being charged DOUBLE on our subscriptions. Why??? Are we being punished for being loyal and paying citizens, unlike others that are dodging??? I want my account to be reversed and I be allowed to pay only the annual renewal fee!!!
