Over charged by penalties

So my tv licence due date is 31/07/16 every year . Last year I made late payment of R150 in November instead of July so penalties was charged on my account for 3 months and another penalty was added in December with admin fee ( I have no idea what the admin fee is for ) and I made another payment of R115 in December. Then SABC thought it would be a good idea to just slam me with more penalties for 2017 months before my due date which is July so they charged me till May and I made full payment in June 2017 when I was suppose to make payment in July. I spoke to client services and the lady informed me that my account for this year is paid up to date. Then what is the 4 penalties for from January 2017?????
