NO ANSWER TO EMAILS / TEL. CALLS

SABC TV LICENCES ********** DO NOT answer their emails. I have sent four emails over a period of four weeks with no acknowledgement. I have tried phoning ********** and sat for 30 minutes with no luck. Same message repeated over and over that I will be helped as soon as someone is available. I want to know what I need to do to get a pensioners licence rate as I will be 70 in May this year.
