INCORRECT TV LICENSE INFO ON MY ID NUMBER

I have never owned a tv, but was informed last week that I owe SABC R9815.00 for tv license. And the most funniest thing is my father's name is connected to my ID who also never own a tv. Now I have to clear my name and I have no idea where to start because the people working at the tv license department is NON EXISTING.
