I refuse to pay the R132

On 20 April 2015, I received and ignored an sms to pay R238 for the renewal of my tv licence. Then on 15 June 2015, I received an sms, from VVM Debt Collectors acting on behalf of the SABC, stating that I must pay R317.50 for my tv licence to avoid further penalties. On 16 June 2015, I paid this via Eft.<br> On 22 June 2015, I received 2 calls which I was told were recorded demanding a R132 payment. I refused and was given an email address to log a query. Still waiting for a response. Instead I got another call where I again stated that I will not pay. Subsequently I have sms' on 27 July and 4 Aug 2015 for this same R132.<br> I called them just before 6pm and the gentleman just told me that the account will just accumulate penalties. When I asked him why they insist on me paying, he says I must refer it to SABC. How do I do that when VVM is the one who insists I owe R132 and they haven't responded to my query? <br>
