Harrassment for magical tv licence debt

I am suddenly receiving harassing phone calls and text messages from SABC TV Licence for a TV Licence that I never bought. I have never owned nor bought a TV in my life, yet here I am receiving daily threatening text message such as a Trace Alert is to be listed on my ID at the Credit Bureau. Do they have a right to threaten my credit when they have no proof of me purchasing a television set or tv licence for said TV. They claim that I bought the licence at Makro. Can Makro be held responsible for causing this harassment. I guess in South Africa you dont need to make the debt to be accused and harassed for it.
