Harassment by SABC TV Lic attorneys over penalties unfairly billed to me

I am a first time TV Licence holder and when my Licence became due, I was not aware as I did not receive any invoice or statement from SABC. I was surprised to see SMSs coming from ARA Attorneys saying that I had been handed over and that I should pay penalties. When I received the first SMS, I immediately went to Checkers to make payment but was told the reference number could not be found. I proceeded to PnP who said the same thing. I noticed that there was an email address in the SMS and I emailed these attorneys requesting banking details as I could not pay at a store as requested by them in the SMS. I received bank details and paid just my Licence fees excluding the penalties as I believe I am not supposed to pay for penalties when I did not deliberately default BUT invoices and statements were never sent to me in the first place.
