Harassment and poor processing

I am a U.K. Citizen. I moved from RSA to the UK in June 2014. I completed the correct SABC form and got a signed affidavit informing SABC I don't need a license. Every year I am contacted to pay for a new license. Every year I explain i live in the UK. The bill is now apparently R1563.50. When will they process my paperwork and update their system confirming I live in the U.K.? I get emails, threatening legal action. It is harassment.
