Harassing the wrong person

I've been getting daily sms's regarding someone else's TV license account that's in arrears. I've even been phoned from a debt collection agency. Every single time I explain to them that they've got the wrong number...as soon as I put the phone down, I get yet ANOTHER SMS! *** do I need to do for them to stop harassing me? This guy clearly gave the wrong cell phone number!!!
