handed over to legal with no sign of a letter to remmind us to pay tv license

Today I recieved a call from the sabc legal department saying ive been handed over due to making a payment this year I owe stupid R300 why did they not call me to remind me to pay instead of handing me over or send a letter of reminder. Useless people I dont even watch SABC channels there are probably people who owe 1000s ...
