Failure to communicate

During our communication with SABC, I was contacted on 24/2/15 by a man stating he works for the TV Lic Lawyers and the SABC is willing to settle the Acc if we make a cash payment on Friday. We asked for this to be communicated in writing to us by email. We exchanged email addresses. The email from him did not come through, I in turn sent him an email. This email was rejected as incorrect email address. When he called later the same day, I pointed out the email address problem, he stated I must use a capital P, he would send the email the following day. He sent a sms, this is unacceptable, as an email was agreed upon. His email address is of an individual, not a business. The phone call was very noisy, not audible. I since sent 2 emails to TV Lic, asking for confirmation of the settlement, they must confirm that this settlement covers as per their statement the licence fee to the end of 2015. No response once again. No payment will be made until confirmation email is received confirming all of the above. We dealt with the TV Lic Acc Dept and will continue to do so as who knows who phoned us. Please respond by email.
