Excessive Penalty charges

The penalty is excessive and out of proportion to the prejudice suffered by the SABC by reason of the late payment of the fee.<br> <br> A once off penalty of 10% on the lump sum would be reasonable<br> But charging 10% per month is excessive. Charging it per month does change the nature of the charge to interest and in this case you are transgressing the usury act.<br> I compare this with the rates the receiver of Revenue charges for relevance<br> <br> An account in November 2014 for 265 is now R424 in May 2015.
