Encouraging non payment

my tv licence was due for payment in January 2015 and 3 months prio to this, I was already receiving messages that i should pay, if not i'd be handed over. now in march the account has been handed over to vvm who harras me everyday. the amount has suddenly increased from 265 to 318 which is ridiculous. the account has been handed over in 2 months of not paying, how does this work??? <br> you are just busy encouraging me NOT to pay by treating me this way. this isnt righ at all.<br>
