CONFUSION BREEDS CHAOS

I did not receive a licence reminder for 4 years. I have a proof of the sum paid in 2011. I phoned the SABC and so discovered that the SABC did not have my details. Clearly that is why I had not received my reminders - I supp**** all details to avoid the same happening again. At a franchise expo a few weeks ago I saw an SABC stand. Wanting to pay my licence I informed the staff that I had not received any reminders and supp**** my details. Sometime after that I was informed by sms that I owe R 1480.50 ie R 1045 for four years of TV licences and R 435.50 as a penalty. I immediately paid R 1045 and phoned the SABC debt collectors stating that it is unfair to penalise a viewer who WANTS to pay but cannot because he has not received reminders due to SABC incompetence/no details on record. The penalty was withdrawn. I received an sms confirming this. In contradiction to this I have again received sms`s requesting payment of penalty. I have received no TV licence. I have received no receipt . I was promised a receipt telephonically. I do not want to pay a penalty at an ******* rate of more than 10% per year after the penalty has been formally withdrawn. I have paid. I want my licence
