Concessionary TV Licence for Pensioner

My TV Licence is payable from 31st August to 1st September. I moved from Pretoria to Randburg and did inform these people in Nov 2014. It was noted by them. I realized in August that I did not receive the statement. I emailed them and they sent me a copy amount R265.00 I app**** for a concessionary licence as I am 70 years old. I followed their procedure of getting all documentation signed by the police. I paid the concessionary amount of R74.00 e-mailing them copy of payment plus documentation. Early in Sept I received rude sms` to pay the balance of R191.00 I re-emailed my documentation, got another rude sms. I telephoned Leonard on 8th Sept, 2015 at 11.15hrs. He found the e-mails and promised it would be sorted out plus e-mailing me the result which I never received. I have worried about this and re e-mailed by my documentation on 19th October, 2015. Now I receive a final warning that I will be handed over to their lawyers if I don't pay R191.00 by end of October. IN OTHER WORDS THERE IS NO CONCESSION FOR A PENSIONER
