Concession for Pensioners

I have sent numerous complaints to the SABC regarding my pensioners discount, And to date I have not received one response. Last year I paid R74.00 for pensioner License, I then received a mail saying that ONLY pensioners qualify if they are Government Pensioners not for PRIVATE. I have been very annoyed about this. So as a private pensioner I only qualify at the age of 70. Which I think is a lot of bunkum if you go shopping anywhere in the supermarkets etc., you get discount at age of 60. So why SABC must be different. I paid the R74 in the October then my hubby said we pay the difference which was R191.00 = R265.00. I have paid my license every year never missed a month over the past 30-40 years and now I get sms's saying that I owe them R150.50 I then decided to call them and ask what was this for only to be told that it is because I paid late last year I missed two months I asked why when I was fighting with them about the pension rate, They said it doesn't matter I paid late so that was for interest over two months and admin fees of R71.00 for what. Is this allowed charging 10% per month per annum. I have paid this now and want my money refunded. Please help.
