Close my licence

I'm really not happy with how the SABC is handling their licenses. I recently paid over a R1000 and I did state to their lawyer that I haven't had a tv in years I was advised that I must pay first then they will cancel my tv license so now in 3/4 months why do I get a statement that I must pay R265 which I just paid a R1000. What am I really paying for?

NOTE: I DO NOT HAVE A TELEVISION...
