Charged for 2 TV Licence accounts

I logged a complaint on the HelloPeter Website on the 30th of September 2015 for being charged for 2 TV licence on 2 different Account numbers. I pay my TV Licence annually on account number *** that i've had since 1998. Last week I was told by Palesa who works @ SABC TV licence dept that I was in arrears of R4109.90 for a TV Licence I had purchased @ the Post office in Krugersdorp in 1996 on ***. I have never ever been to Krugersdorp in my life and although I told her that she obviously didnt believe me because she told me i have to pay the balance of R4109.90. After I hellopetered SABC TV Licence Dept last week I received an SMS yesterday from SABC TV licence Department advising that i should pay R456.50. I refuse to pay for two TV licence's because some idiot at either the Post Office in Krugersdorp or an idiot working at SABC TV Licence department has messed up & merged 2 different TV licence accounts to my ID number. If I pay the R456.50 I will be expected to pay for two TV Licences annually. I'm going to do a credit check on my ID number and if i find out that my Credit rating has been tarnished by SABC TV dept then all hell is going to break loose.
