Can't get a TV licence

How do I get a TV Licence receipt?? I have paid annually by debit order for 20+ years and have not received a receipt/licence since 2017. Nobody answers any of the phone options given on their site. After emailing I received a confirmation letter with no letterhead and the wrong licence number. Ihave queried this and of course no reply. How do I buy a new TV??
