Cancellation of TV license

I am very disappointed in SABC. When you buy a TV you must buy a TV license. I have bought a TV in 2007, I sold the TV in 2009. I did fax them the nessesary documents to cancel my TV license. Now for last 5 years they want me to pay my TV license. I don’t have a TV, I don’t have a car, I don’t have a house. Where must I get the money to pay them. I sent them twice a week the documents to cancel this license, but they don’t cancel it. Please wake them up!!! To do their jobs effectively.
