cancellation from 2009

Good day I cancelled my tv licence *** in 2009 via fax after a separation in which I left the city I resided in at the time. I was contacted in 2011 by collectors and advised to send through an affidavit stating I had already cancelled it and the reason and tv license for the current address I reside at and id document. I did that. I then received correspondence in 2014 for payment from 2*** and asked for all the documents again. I did that. I am now being contacted by debt collectors again with the new tv licence cancellation procedures and I am liable for payment all these years because of the new procedure which was not 2009 procedure and affidavit again but they have the affidavit from 2011.
