Bad communication lead to charges added

My wife wants to pay her tv License that she has been paying for more then 10 years her statement shows her account number but when she logs in its says suddenly its invalid she has been emailing them for a month now with no response still and now the added charges to the account this is not right we will not pay the charges just the normal rate Acc number ***
