BAD BAD SERVICE

I have been in Prison from 2009 till 2013.. I lost everything before I went to prison... They want me to pay an amount of R4543-50 reference number ********** 99 after I have send them a letter that I have been in prison from the correctional services... With a reply they will give me a discount cause there is now penalties... so I have to pay tv licence whilst I was in prison for 5 years.... Do I have to pay the prisons tv licence for being there... sjoh this is ridiculous...I want to get rid of the stigma of prison but still it haunts me...
