Sewer lead that doesn't seal in my yard

There is a main line sewer lead in my yard that doesn't close like others in the street there is always a stench coming out from it. I have reported this many times and the artisans when they come they will only unblock the sewer and promise to come back for the lead it is almost one year now.<br> <br> The street lights are not working it is almost two weeks now I have reported them on the 09/10/15 and the Ref is RT45 nothing up to now has been done <br> <br> I pay my services on time my account is ***7
