No electricity and water but still bill me.

Since November 2015 I have issues regarding my water and electricity bill and to no avail assistance or help from anybody at the branch. My house was vandalize whereby all electrical wires/cables and all water pipes was removed or ******. I have a case log at the police but still they bill me for something not been used. They treat as like ******s because I am white and all I want to do is pay what I owned. My bill is for four months up till today R18000 and they even put off the electricity and water without any notice even after I payed my rates and taxes. This is keep on adding everyday to my account and still they do not care. Is there anybody that can help because I know there are a lot of the people of Rustenburg that feel the same. I told them to take me to court so that I can proof their incompetency and the fact that I have a contract with the municipality and no one else as they keep on saying that they do not work with any accounts? This is frustrating also the fact that I am in Boksburg and cannot go there everyday to try to speak to someone who is not willing to help. They just say pay and then they will sort it out which they never do and I am not taking changes.
