Complaint about bad service

I was trying to renew a licence disc for my car and i was told that i couldnt because i have traffic fines. I visited the AARTO website only to discover that the fine in question was wrongfully allocated to me. I went to the traffic department to sort it out but i was advised to call the RTIA on ***. I called the number and the lady who was assisting me was very rude she even hung up on me.
