RSAWeb not delivering and over chargind

I Signed up for RSAWeb about a month ago and the deal specified I paid for the UPS only, the openserve technician arrived 5 days later and the modem and UPS and UPS had not arrived, I then phone and modem was delivered next day without the UPS.

I am still waiting for the UPS, today debit order came off as 3300. I call then there is not one with answers.
