Rsa web fiber

For the last 6 months I don’t get the speed I paying for since November last year I hear story that frogfoot must do this and that. i have done all the tests rsaweb want but my speed is still slow. i pay for a gig upload and a gig download but only received 300 to 400 mb download and 200 mb upload if i am lucky.
