Fibre to Home : Upload & Download internet speed never reached

We purchased a fibre to home package with RSA Web. The upload and download speeds are consistently throttled and are getting worse. We have phoned and complained multiple times, however, we still experience intermittent internet speed issues and at time it feels we are back on dial up internet. We were under the impression fibre to home would come without issues, this is not the case.
