Can't get fibre installed

After a month of struggling with RSAWeb to get my fibre installed I had to cancel as it became clear they are unable to deliver the service. They sent fault technicians, by accident activated my account and billed my even though I didn't even have an installed fibre line. Just completely *********** and horrific service.
