Cancel to downgrade for free.

Could not afford the service so I downgraded my line and was charged R250, then the prices went up and so I asked them to cancel my account, then im told they can downgrade for FREE. Speaking to customer service they said its only free when they want to retain the customer which I think is really bad practice.
